The Alliance buys planets to expand their influence in the galaxy. They legally own the rights to the bought planet, but its native inhabitants might have something to say about their homeworld being invaded. That's why The Alliance sends specialized expedition teams which set up spy-cams, granting them the planet's hostile level estimation.
On the photos shown here, we can see that the planet is inhabitated by a primitive, yet intelligent reptile-humanoid species. (Skyrim argonians lol)
